Job Summary:
Under the direction of the Executive Director, is responsible for the operational needs of the organization including policy and procedure development, training for union employees,  recruitment and retention, labour relations, professional development for excluded staff, completion of funding applications and reporting to funders, maintaining AIRS certification.

Key Functions and Responsibilities:
Develop and maintain on an ongoing basis a policy and procedure manual for bc211.

Working with the Manager of I&R and the Manager of R&P is responsible for the training program for Information and Referral and Resource and Publication Specialists including content in relation to AIRS certification and funder requirements.

Working with the Executive Director and peer team develops professional development standards and program for excluded staff.

Completes all funding applications and reporting with assistance and input from Executive Director and peer team.

Ensures the maintenance of statistics for all I&R and R&P services. Makes recommendations regarding statistical methods.  Documents procedures regarding statistical reports.  Assesses and recommends opportunities regarding the data collected at bc211.

Maintains AIRS certification and manages applications for renewal by monitoring standards and instituting AIRS aligned practices on a proactive basis.

Manages the recruitment process including updating position descriptions, establishing selection criterion and documenting selection process including interview questions.

Manages the payroll process.

Provides staff support to ISV Board and committees as required.

Acts for peer managers who are on vacation.

 Completes other projects and tasks as assigned.

 

Requirements:

Thorough understanding of the goals and functions of an Information and Referral service.

A positive and proactive outlook with an ability to work within a multidisciplinary team to achieve common goals.

Effective communication skills both oral and written with a passion for detail.

Solid statistical and financial background.

Experience managing in a unionized environment.

Organizational, planning and management skills; ability to instruct and required to supervise others.

 

Ability to work independently, to set priorities and to allocate time and resources effectively.

Ability to handle a wide range of responsibilities at the same time and to work efficiently under pressure.

Ability to deal tactfully and effectively with the public and community agencies and to maintain good public relations.

 Advanced computer skills.

 

Educational Qualifications:
University Degree in Human Resources or related field with at least 3 years experience.
